Yes, you will nearly double the damping factor by using the 8 ohm  output to drive a 16 ohm speaker.

You will also get about 80% as much power, and about half the distortion.

[edited to add] You may also want to experiment with a smaller parafeeed cap, 1/4 to 1/2  the stock value.

My Monamours drive my Altec Model 19 clones easily.  My drivers are 16 ohms.  I note that the bass is a bit loose.  Will I get more damping if I change from the 16 ohm configuration to say 8 ohms?

Crack / Low voltage on T7 & T9 during transformer secondary test

My home's voltage measured 123.3V AC during the powerline  voltage test so I wired the power transformer as per page 25 (115-130V AC).  However, when I conducted the transformer secondary test (page 29) I got only 3.37V AC across T7 and T9.  However. the reading across T11 and T12 was well within specs at 181.8V AC.  I rechecked the voltages several times and re-positioned the alligator clips to make sure the connections were good, and but T7/T9 readings were pretty consistent (3.36–3.38V AC). Checked all soldering joints under a magnifying glass and they seem to be OK. 

I read in a previous post that some multimeter's don't read low voltage AC very well, although mine is fairly new (bought a year ago).

Any help on what the the problem might be would be greatly appreciated!

Paul & Paul what's the downside to soldering to the Alps pins? I ask because way back when I build my first BH kit, the Crack, I used a Blue Velvet pot, and being a nube, of course I soldered the wires directly to the pins. It seems to work just fine, so I am wondering what's the downside?

If you use the Alps pot, Parts Express seems to have the best price.  You'll also want to snag a PC board off eBay for mounting.  Do not solder any wires directly to those pins!  Audio Note and TKD make pots with solder lugs if you'd prefer to go in that direction.
