I installed the center terminal strip that is in front of the center socket as instructed. It has a fiber shoulder washer that is supposed to insulate that strip.
So why would I get continuity between the ground plug and that strip, if it was insulated from the chassis? I get continuity between the grounding post and that strip as well. Problem?

Did you install both shoulder washers, or only one?

To clarify: you wrote "it has a fiber shoulder washer", but as the instructions note, you need to install two: one from above and one from below.

I'm not looking at the manual right now but I think this is done to keep from having two grounds on the grounding system. Kind of like not grounding the drain wire twice. IIRC it has something to do with circulating currents.
