What's the voltage across the 1.27K resistor on that channel?

Often times we see high voltage at the output of the C4S when the center leg of the MJE5731A isn't adequately soldered.

Everything else checked out, so I decided to replace the LEDs with some spares that I had on hand.  That did it. We're up and running again. Thanks again for all your help. Much appreciated.
