Hello, I'm wondering if it's normal for the secondary on my transformer to fluctuate ever so slightly, I'm talking .1 V. It might be a dumb question but want to know if something is wrong with my transformer. Thanks in advance!

That could easily be your meter trying to resolve a fractional volt.  If your meter scale is 200V and it will give you one decimal place, and you have 165.05V, your meter would bounce around between 165.1 and 165.0 without there being anything wrong.
