Good old rustoleum does the trick. I used it on my bell ends, specifically the hammered finish. There's a bunch of colors available at the home despot so pick whatever color you want. Give it a sanding with 220 grit wet-dry to get rid of the rust. I cleaned mine with brake cleaner afterward because that's what I had on hand. Any degreaser will work fine.

When visiting Portland OR recently I was in a good old "Dollar General" kind of place. But there it stocked a lot of guns, ammunition and accessories. I bought a bottle of "Super Blue" gun bluing recommended by Doc. I'm going to blue my Paramour end bells. They have the same problem.
This shouldn't take more than some OOOO steel wool, some masking tape and a brush.

Even if blued the steel will still need some additional protection to prevent rust. We put a satin acrylic clear coat over the bells that we blue.
