Page 26 of the directions states if your AC mains is lower than 110 V to put a jumper wire between #34u and terminal number three of the transformer.
My household voltage is 120.5 so shall I skip this step ?

If you read ahead a couple pages, you will see that there are three options - you want the one on p. 27, which is for 110-130v.
In Japan and a few other places, the standard line voltage is 100v. In the US and many other places it's 120v; in Europe and many other places it used to be 220 or 240v (most now call it 230v). So the transformer can be wired for any of those voltages.
