Title: Moreplay Resistance Between Tab 23 and Ground Tab Next to Transformer

Someone else recently posted that they were getting 22 Ohms between solder tab 23 and the ground tab next to the transformer.  I am getting the same reading. 

Can someone confirm that this is the correct resistance instead of zero (or some fraction of one Ohm)?
