Is it normal for the top plate of the stereomour to be hot enough to be uncomfortable to touch after about 3 hours of use? The resistors under the grates between the 2a3 and 12at7 tubes seem to have their cover slightly melted where they made contact with the grate.

Upon closer inspection it does appear that the resistors normally look different on the undersides, and they do not actually appear melted.

Those resistors will get hot enough to smoke and crumble apart before they will melt. The DC voltage checks in the amp will tell you whether things are operating properly in terms of the heat put off by the amp. It sounds pretty normal based on what you're describing.
