Title: Wattage Output at 4 Ohms

Is there an increase in the wattage output of the Stereomour when tapped at 4 ohms?

No. Tube amps make their maximum power into the load for which the  output transformer tap is designed - a 4 ohm speaker on the 4 ohm tap, 8 on the 8, etc. This is different from the way most solid-state amps work.
