After deluding myself that by leaving the Tode build alone for months it would magically work, I’ve gone back to trouble shooting. It makes no sound, tubes heat, LED lights, transformer buzzes, but no guitary noises. Here are the out of bounds measurements (with acceptable values in brackets).

I would triple check that you have the 150 Ohm resistor in the correct place. With a directly coupled circuit like this, one pair of parts swapped will throw things way off!
You can also try posting photos, often times the eye is sharper than the mind.

I received this Tode in for repair. The 150 Ohm and 10M Ohm resistors were swapped, the nylon shoulder washers were missing (humming transformer issue), and there was one iffy solder joint.
