Title: Do you need to prime the top plate before painting?

I'm going to paint the top plate with Rustoleum Hammertone finish.  Do I need to prime the top plate before painting?

I scrub mine with hot soap and water, then a final wipe with alcohol just before I spray and it works well...John

Hammerite is one paint that specs no primer necessary. Don't know if the Rustoleum version specs the same or not, should say on the can. I've used both with good results. The only issue we have found is that it takes quite a while to harden, like a couple/three weeks. And if you try to accelerate the process by baking, the paint can come out so brittle that it cracks.
