There is a 270 Ohm 5W resistor between T13 and T15, it is likely disconnected on one end, as there is voltage on one side of it, but not the other.

If this resistor is well connected, and your voltages are correct, that resistor is going to get very hot during testing, and that piece of information will be useful.

Hey PB,
Yeah I measured that and for T13 I got - 704KOhms and 0 Ohms for T14

I'm speaking of voltages.  You have 241V on one side of that resistor and 0 on the other.  Either one end is disconnected, one end is wired to ground, or there was a measurement error.

Hey PB,
you were right T13L was not soldered, tricky place.
I soldered it and now I am getting a resistance of infinity. Do you think the resistor is damaged or not soldered properly?

Since you have already done the voltage checks, you should repeat them again.

Here are the new readings, everything is consistent with the manual except resistance at T13
i am getting infinity where as the manual indicates 270K Ohms
