I've reread the manual and checked the wiring, as far as I can tell it's all correct.
All resistance checks were good. I am building the 120 volt version of the kit.
My problem is all the voltages are wrong, here is what differs from the manual.
1 - 240V
2 - 240V
4 - 240V
5 - 240V
7 - 0
9 - 0
13 - 240V
15 - 240V
21 - 240V
A1 - 240V
A6 - 240V
B1 - 240V
B2 - 240V
B3 - 0
B4 - 240V
B5 - 240V
B6 - 0
Neither of the tubes glow. I've never worked with electronics before and have no idea where to go from here.

Try posting some photos of your build.
What wall voltage are you able to measure?

The lack of glow on the tubes is a strong hint that something is wrong with the heater circuit. The pictures don't show terminals 4&5 on the power transformer because the 270Ω resistor is in the way. Can you post a picture of those terminals?

Try measuring the AC voltage between power transformer terminals 4 and 5.

It looks like you've got B1 and B2 connected. I don't believe they should be.

Good catch on B1/B2.
It also looks like B3 may be wired to the wrong terminal (check the 2.49K resistors if this is the case, one may be really burned).

You could be very right. If those terminals were shorted by a piece of wire, the outcome would be roughly the voltages listed above.
