Hey, I'm getting voltages outside of the specified range. My mains voltage was 128V, and I got the transformer hooked up right, and all my values for the 3.3VAC +/-10% were 3.6/3.7. For the 6.3 volts, I got 6.8 volts, which is once again fine. The part that worries me is that when I was supposed to be getting 161, I was getting 174VAC. Is this a problem?

It's fine. If you look at the manual you have wired the transformer for an acceptable mains voltage range of 115 to 130V. A 15V tolerance relative to those voltages is about 12% variation. That implies that there is 12% variation in secondary voltages possible. My calcs have you running about 172V if the guys measured 161V with 120VAC mains. At 174 you are plenty close to 172 and I will ask the guys to adjust that +/- 5% figure in the test instructions.
