Title: weird ohms readings

  Terminals read as such: 44-10.5  Also noted that the cap is dented in. Cap issue? reflowed terminals with no success.
                                     45- 9.5
                                     47-7.0

Yikes, was that cap dented when you installed it? I would replace it before doing anything else. also check the diodes on that terminal strip for proper orientation.

  checked the diodes and all properly installed. The cap is what worries me so I'm going to replace it.

What are the units on those numbers you're reading?  I wouldn't necessarily replace the cap right away, but if you're seeing something like 10.5M, that's not a problem.

  plugged it in . but getting 80 volts dc to terminal 45 and 78 to terminal 46 with tubes in. Safety check in manual shows 0vdc.The led's are lit and the tubes are lit.
 This is just the reduction without the integration upgrade.

Can you let me know what the units are on those resistance numbers you're getting?  I would clarify that before attempting to power up the unit.
