S.E.X. 3.0 Voltage Issues [resolved]

Over the last few days we built two SEX amps. One of which is not passing the voltage tests. The voltages on their respective terminals are as follows:
2.   -38.7        16. 1      H2,H5. -3
3.   -7.6          17. 0      H4,H7.  3   
4,5. 0             18. 0.6
6.   -183         19. 0
7.   -191.7      20. 1
10. -182.5      21. -201

Solder joints seem to be ok, but there could be a cold solder hiding somewhere or a mis-wire that i missed. Is there a place that I should look to narrow down my search, or could there be another issue?

Looks like maybe you either have your meter connected to the circuit incorrectly or a missed ground connection.

Yes! It was a faulty ground connection.
