Static noise, one channel

I'm getting a lot of static on the left channel but when I switch the tubes the noise moves to the other channel. Would this be an indication of a microphonic tube? I sanded both tube pins with 1000 grit sand paper and cleaned it with WD40 but nothing changed. Voltages checked fine and I will try resoldering all the joints.

If the tubes are fresh out of the box, I would leave the amp on for a day or two and let the tube cook in.  Often noise like that will go away with 50 hours of run in time.
