2 Resistance checks failed [resolved]

Ok the tubes are glowing but my voltages are way off. Terminal 1 and 2 are both under 1 volt. I think i have it set right on the meter, the V with a line and 3 dots.

Not sure if the 2 tiny leds are supposed to light up that are attached under the 9 pin socket but they arent.

The red leds are  now lit!

1) 83 V
2) 172.8
3) 0 V
4) 173 V
5) 75 volts
6)  0 V
7)  107 V
8)  0 V
9)  102 V
10)  0 V

Its working! Thanks so much Paul for all your help. I am shocked with how quiet the background is... I can't hear any noise at all.

For the terminals on the power transformer with nothing connected to them, the transformer screws will need to be nice and tight for them to show proper resistances.
