Moreplay is arriving tomorrow and I'm reading through the manual. I notice the manual is recommending only the top side of the chassis and end bell be painted for proper grounding. Does this still apply if I were to have them powder coated? I imagine it's not really possible to just powder coat one side...

You can scrape off the powder coating around the bottom side of the mounting holes when you get it back from the powder coater.

Thank you PB!

If I were to ditch the powder coating and just went with the bare chassis/end bell, is this good for sealing the end bell and preventing rust?

Any paint on the cover will do the job, other than water based variants I suppose.
