Resistance check is 0

I am doing my first resistance check with the beepree.

The terminal 8 vs terminal 1 is yielding 0; like it is not connected.

Is there any pointers on where i should look?

Note: terminal 8 and terminal 16 yield 4.5 ohm.

See the second to the last step on page 35 of the manual.  Also be sure you didn't accidentally do the same thing on the other side.

Thank you that was it. I have a generic question.

The instruction says go terminal 8 then 9.

Electrically if you went to 9 then 8; does it make a difference?

Similarly, if the instruction says connect to L and you connect to U; does that make a difference

Of course i am following the instructions to the letter but i wanted to know if it makes a differences.

That doesn't make a difference electrically.
