Output volume extremely low [solved]

Hi everyone. Ive been reading a lot of threads but I havent been able to solve my issue. I checked the resistance on everything and its perfect. The problem is the output volume is extremely low, its probably clear why to some of you by reading my voltage chart below. Ive spent many hours troubleshooting but I havent made any progress. Could someone help point me in the right direction? Thanks in advance!

Is your octal socket properly oriented in the hole?  (The keyway should face the front of the chassis)
