A1/C1 voltges (Solved)

Just rechecked to voltages in the amp and A1/C1 and A4/C4 are 2.1 VAC. Is this too low?

There's a very good chance that your meter has a tough time reading voltages that low.  What's your incoming line voltage?  What's your A1/A4 and C1/C4 DC voltage to ground?

There's 122 VAC from the wall, A1/A4 have 130 VAC and C1/C4 have 131 VAC to ground.

DC to ground is 60 V +/-  .3 V.

This is enough to say that your meter has a tough time reading low AC voltages.  With 2V AC on the 2A3 filaments, I would expect that DC voltage to be below 50.
