PJCCS voltage issue

Ive had my Quickie for about a year and have enjoyed it no matter what system Ive plugged it into. So Im finally getting around to installing the PJCCS and I find myself a bit flummoxed with the voltages

MANUAL                                       ACTUAL

IA/IB 37-38 VDC                               1A - 35.3  1B - 35.6 

A6/B6 1 9-21 VDC                             A6 - 34.26  B6 - 24.54

A5/B5 roughly 2 VDC                         A5 - 240 mv  B5 - 1.611v

Im guessing that most of the discrepancy's are close enough - I have not been able to find the problem with A6 and A5.

Any thoughts?

There's certainly an issue on the A side.  Is this the PJCCS with the 2N2222 transistors, or the old school one without?

Yes it has the 2N2222.

Check the installation of that transistor on the offending side, as it's a bit of a bugger to orient properly.

Yeah that one I rechecked a few times. I had to break out the mega magnifying glass to confirm that I was indeed covering the K as per manual.
