Eros heat sinks

I'm starting my Eros build and found a discrepancy in supplied VS parts list in the manual. The parts list says two clip on heat sinks but there are four in the kit. Is thus just throwing in more to make sure there are enough or is there some sort of design change?

Only two are used in the kit. Sometimes pats like these stick together, and sometimes there are minor errors when kit packing.
