Shunt Board Trouble

I’m building an Eros (not the Eros 2 but the original kit - I may have gotten the last one!). Anyway I’m having trouble with the shunt board.  After installation the voltage checks on both sides were approx 325 but did not drop as the manual says they should, and neither the tube nor leds have lit up like they’re supposed to.  Any suggestions about how to start trouble shooting?  Thanks in advance!

If the tubes don't light up, that could be 100% of your problem.  What voltage do you get at the 6.3V pads on the power supply board?
