LED's not Lighting up and Voltage out of wack

First build and feel like I'm doing something wrong. All resistance checks were good but when I did the voltage check they weren't even close and neither LED lit up. Any help would be greatly appreciated. Thanks!

Voltages:

1: -.68
2:  -.69
3: 0
4: -.69
5: -.68

6: 0
7: 0.2
8: 0
9: 0.2
10: 0

How did your power transformer tests go?  did you set your meter to DC voltage for these tests?

I would recommend moving up that insulation on the black wire that goes to the center lug of the 9 pin socket to protect it from touching pin 6 (which would be really bad).

Maybe transformer terminal 11 doesn't make contact.
It looks detached.
