Sorry if this is mentioned somewhere, I didn’t see it. When is it safe to touch things on the inside of Crack? And what can we measure to confirm? Is it voltage across capacitor connects, or capacitor to main ground lug?

You can measure the DC voltage across any of the 220uF/250V caps. If you see 10V or less, you should be good to go.
