Nice spot Lee! It certainly looks like that first diode lead is broken on the transformer side.
If that's not it, I wonder whether some part of the voltage doubler isn't making contact. My guess would be the white wire that connects 37L and 41L. Or maybe one of the two 220uF caps that attach to that same terminal strip. I'd try reflowing the associated joints. And make sure the teflon jacket isn't inserted into the lug hole and preventing connection.
IMPORTANT: before touching anything, use your voltmeter to make sure there's no high voltage left. If there's a problem with the white wire at 37/41, the bleeder resistors (or one of them) may not be able to do their/its job.
