Maybe I missed it but just trying to confirm before ordering that both RCA outputs are active all the time. Yes?

Also if I don't need input switching would there be some audible advantage to not wiring in the switch?

Yes, both outputs are active all the time. 

If you only want to use one of the inputs, you could just wire in some jumpers across the selector switch to keep one input permanently active.  If you ever wanted to undo that, all you'd have to do is clip the jumpers off!

Yes both outputs are active at the same time. Regarding your second question, technically the least amount of switching components could be beneficial so you could wire one set of inputs directly to balance pot and that would be fine, having said that you might want to connect more than one input source and I feel you would not gain any sonic benefit by bypassing the input selector switch
