One channel not working properly

Hi all.
I just finished up my amp and did resistance/voltage checks and everything seemed to be working properly, and when I plugged it in the left channel didn't work. Both sides of both tubes are glowing properly, and not sure exactly what is causing the problem.
There is also a slight hum with nothing connected to the RCA's if you turn the pot up. Not sure if thats a regular issue just from the floating inputs or not.

A lot of the time this can happen if too much solder is used on the RCA jacks.  Check to see if you've shorted the center pin to the shell, which would not present any voltage issues, but wouldn't let any sound through either on the affected channel.
