Hi folks - I'm at the last stage, glow test and resistance checks all passed.

Failing voltage test however.  Measurements:

T1 - 145
T2 - 160
T3 - 0
T4 - 160
T5 - 145
T6 - 0
T7 - 145
T8 - 0
T9 - 145
T10 - 0

Picture attached.

Appreciate any tips - thank you!

I would recommend watching this:

I see a lot of wires and components with no mechanical connections and a lot of solder joints that aren't likely to work well.  It's quite possible that remedying these issues will leave you with a working amp.

Thank you Paul. Will watch video and take another pass on the soldering, hopefully that will resolve things.
Also forgot to mention that neither of the LEDs are lighting up.

Yes, I'm sure the LEDs don't light up.  Please don't focus on them though, that is directly related to the soldering issues.

Well, I watched the video (very helpful!), took a pass through the joints and tried to re-do things best I could.
Unfortunately, so far it has not made any difference - getting same voltages.
Resistance checks fine, tubes glow, but still no LED and same bad voltages :(
Attaching new picture.
Any other thoughts or suggestions would be appreciated!

Can you very carefully take a DC voltage measurement at A3?

Sure... a bit weird.. it started around 13V, then slowly rose in 0.1V increments... seems to stabilize around 18V after a minute or so.

That is typical for an open LED.  I would order up some replacements and use a bit less heat when soldering them.

(There is also the possibility that the jumper between upper and lower levels on the volume pot where the black wires connect is missing, so double check this as well)

Thank you, will try the replacement LEDs and report back.
(The volume pot jumper seems ok)
