Hello All,

I’ve gotten to the point of testing the output voltage across
terminals 7&8 of PT-9.  My question is this:  when I test with
my higher-end harbor freight DMM (non aligator clip)
I consistently get 139V (should be 190).  However,
when I solder on solid core wire leads to these terminals
and then test the voltage at the lead ends it reads
190 V…. Is there some special coating on the transformer
terminals?

I suspect that you're correct that the terminals aren't giving you a good amount of contact, so I wouldn't be too concerned about it since you are able to solder them.  I would imagine that if you tinned the terminals with a little bit of solder, you could probably improve the reading a bit.
