I let a friend borrow mine (haven't played it in a bit). She says it cuts out, doesn't really pick up the guitar, and makes a terrible screeching sound.

One it had an issue with another guitar and feedback where it'd cut out or make distortion with the feedback turned down at all. It sort of "built up". I didn't think much about it later because at my home it always functions perfectly; I figured maybe a cap was going bad in the guitar or something.

Anyone have any thoughts? It use to take a minute to "turn on" before sound would come out.

Tube?

I've been over the wiring who knows how much so I don't suspect it but I'm all ears. (especially prior to me getting it back to look inside)

Sounds like a bad cable or jack. Or a bad pickup.

And yeah, tubes have to warm up for 30 seconds or so.

I'll check with my friend but I'm under the impression that the guitar works fine with other amplifiers. Perhaps something early in the chain isn't working right. When I get it I can check for continuity.

Then it's probably a bad input jack.
