Just getting started on my new Stereomour kit, so I had the aluminum top plate powder coated.

Do I need to sand off the powder coating underneath so that the safety ground makes contact with bare aluminum? If so, are there any other places where I need to make sure what I mount is touching un-powder-coated aluminum? (Sorry if this question is obvious, but I wanted to be sure.) Thanks.

Yes, you'll need to scrape off the powder coating where the #8 screw passes through the chassis by the IEC inlet (just the back side is fine).

You'll also want to scrape the paint on the 4-pin socket mounting hole closest to the selector switch, and the 5-lug terminal strip hole closest to the volume control.
