One LED not lit on C4S boards (SOLVED)

So, after 4 kits, and countless upgrades, I finally had something go (seemingly) wrong.  I just installed the Integration into my working Reduction, and one of the LEDs does not light up.  It's the D1 on the A side of the C4S board on the A socket.  I've replaced the LED, along with reflowing all the solder joints on that board, as well as the joints leading up to the board to no avail. 

My voltages from the manual are as follows (I'm in Japan, running on 100VAC):
2 - 70 vdc
18 - 89 vdc
26 - 89 vdc
31 - 90 vdc

MJE5731 - 107vdc on both
56 - 109vdc

The tubes light up just fine, as well as all the other LEDs.  I have it hooked up to the system, and it sounds just fine.  It definitely does all that it's promised to.  I'm just a little concerned about that one LED.

Never mind.  It helps to orient the transistors properly.  I'll report back when I've fixed my mistake.
