shunt regulator slow start

When testing the voltage on D1  I put the power on and after a couple of seconds all 4 LED's on the shunt regulator lit up. Then I put the power off. When putting the power on again for measuring the voltage on D6 it took 5 minutes before all 4 LED's lit up.  I did a couple of more tests and every time it took 5 minutes before the LED's starting to lit up (and the voltage on D1 and 6 drops).

Is this something I have to worry about?

Voltages on D1 and D6 are both 222 volts and hardly fluctuate.

This is the important part.  The other timing issues are the 12BH7 warming up.

Five minutes is very slow, though. What is your power line (mains) voltage?

Line voltage is about 227 volt at the moment. 

While typing this post I powered the amp on and within 40 sec. all 4 Led's light up.

I think the line voltage was lower the moment I did the first measurements..
