T-12 - Really?

Ok, all assembled and visually checked against the instructions. So far so good.

So now for the dumb question:

My question today is concerning the Resistance check by attaching the (-) lead to Terminal T-12 for the ground. I know there is no other T-12 terminal, but confirming that it is this the same T-12 that has the 220uF cap and 270K resistor attached?

Curious, if we need to attach to GROUND, why there and not the "Safety Ground Lug" next to the IEC power entry socket?

Because that is at the final power supply filter node, point of lowest potential with respect to the power supply, i.e. the "most 0" of the 0 volt terminals.
