Error in resistance checks. Terminal 46/47

In the resistance checks portion of the manual, it says that terminal 46 should be OL and terminal 47 should also be OL.  I am measuring zero ohms on 46, and approx 200k on 47. As 46 is connected to the ground tab via 28 and 25, I would expect that, but the manual says otherwise. Also the schematic shows that psus caps negative lead connected to ground. Also, 47 should read somewhere below 270k, as that is the value of the bleeder across those terminals.

I don't want to proceed until I can confirm if the error is with me, or the manual.

46 should be 0, that's a typo.  What you see on 47 will depend a lot on the meter, as some are more able to try to charge the power supply than others, but seeing 200K there isn't an issue.
