With regard to the LED that isn't lighting, if you wiggle the bare buss wire on that side that goes into pin 9 on the 9 pin socket, is it loose?  (If so, this is the kind of issue that will give you those weird voltages, but it would need to be more than just this connection)

I replaced the broken LED last night and retested everything. It lights up now.  I was hoping it was just the LED haha.

You may have also nudged the solder joint where the banded end of the LED connects. 

I'm only bringing this up because every Reduction I've had in for repair has had a solder joint issue at pin 9 on at least one of the sockets.  It seems to be a common issue to get that joint all the way flowed.

I made a rookie mistake!!  I am so sorry.  I had my multi meter set to AC instead of DC..  Here are my new voltages with * next to ones that are way off.

I did notice that voltage seems to be slightly lower that recommended, not sure if that is an issue.  I am adding pics of the location that seems suspect (43-48).  Checked connections and re-flowed anything suspect.

We tweaked the manual a little bit, as some of those power supply terminals were transposed by 1 and not correct.  The voltage set you have is what a working Reduction looks like.
