The driver plate voltage is a bit low but this is a place where tube-to-tube variations are fairly large. Having the voltage low probably just means that your particular tube is fresh and the cathode is emitting well. As long as the LEDs on the tube socket glow properly, it's not a problem. If the voltage is too high (say, 120v?) then the tube may be getting worn and should be replaced. Sounds like you have a long time before that happens!

One other thing...as I was listening, it seemed to briefly get louder and distorted for about half a second; this happened twice in quick succession and hasn't happened since. I'm pretty sure it wasn't my imagination. Does anyone have any idea what this could be?

I think I am also hearing some very faint 60Hz noise even with the volume down. It goes away briefly when I jiggle the power cable but then comes back.

Check your grounds.  Make sure that the IEC and safety ground solder joints are good.  Re-flow the joints as insurance.

Okay, I redid and double-checked all all the connections to the IEC socket and the points the live, neutral, and ground wires go to before connecting to the transformer/chassis. (Also tightened the screw the bare ground wire was soldered to) I am not hearing it now, but it will take longer to be sure it is gone. If no, is there anything else I should check or that you meant?
