The OT-1 transformer that came with my kit seems to be upside down from what is shown in the instruction manual.

Instead of the top row of lugs going from 1-5 and the bottom row going from 6-10...

The top row goes from 6-10 and the bottom 1-5.

It is also missing lugs on 2 and 6 where the one in the manual has them.

I wired it as in the manual for 8 ohm output according to the terminal numbers.

Just wondering if this is the correct way or if I should have made it look like the one in the manual? Mine is a mirror image of the manual when you look at it.

Or what should the readings be at OT-1s different lugs so I can test to see if it is wired right?

I'd stick to the numbers on the plastic bobbin.  There have been a handful over the years that were put in the channel frames upside down.

That's what I figured.
