If power supply electrolytics are starting to fail what would be the symptoms? I imagine that B+ might decrease as one or more of the caps start to show less resistance to ground, but I'd like to hear what more informed minds think

The cause is age + heat or abuse.
B+ may indeed increase if leakage increases.
The tops will also bulge out before they go.
