I don't think that should have an effect, as I believe the online store is set to Pacific Time - 9:15 a.m. (well, now it's 9:30).
Anything ordered after 12:01 a.m. PT (that is, any order that has come in in the past 9-1/2 hours) should have been getting the discount. And I am seeing pretty much every order with a discount. So my hunch would be that it has more to do with the IP address. But I'm not sure why.
I will suggest to anyone having this problem to try a US proxy, since that seemed to solve it. If it does not work, contact eileen at
