Voltage on C3 and D3

Just wanted to double check...   The voltage I have on C3 is 4.05 Volts and D3 is 5.33 Volts.    D3 is a bit high as according to the manual it should be between 3.5 and 4.5 Volts..   I swapped the tubes and the voltage issue did not follow the tube.   It stayed the same on D3.   
Any ideas and what are the ramifications?

This isn't really a huge difference - there just needs to be sufficient voltage for the regulator to function.  How is your regulated high voltage?

The rest of the voltages were within spec.   However, since I do not know for sure which voltage you are asking about, which location would be the regulated high voltage?

6 is 144.8 Volts
and
11 is 145.2 volts
