Resistance Check Issue

Hi Folks,
For terminal 19 and 22 I get ~220K Ohm reading instead of null. All the voltages check out. Tubes light up, LEDs light up and I was able to bias to 145V. Any ideas what the issue could be before I tear into it?

For 20 and 30 I occasionally get a 2M Ohm reading and then it nulls. I'm guessing this is the film capacitor trying to charge off the multimeter causing this?

The "*" in the manual is essentially anything not close to zero. 

20 and 30 will indeed bounce around as the meter attempts to charge the 4uF cap.
