Transformer unwrapped and looks really gunky?

I just tacked the frame together with glue, and unwrapped the transformer to decide if I want to stain it or leave it alone and the end plate has some rust on it (which I steel wool'd off) and the underside is... rather gunky?  Is this normal?  Just want to make sure as this is all new stuff to me!

I have another image that shows the tips being really gunky (like electrical tape was blow dried on it and removed) too, let me know if I should upload that.  Thanks!

Transformers are dipped in varnish and then put in a special oven that pulls a vacuum, drawing some of the varnish into the coil structure inside. This adds some additional insulation and helps to keep them from vibrating.
