Soldering 30l and 31l resistor help

I'm having trouble soldering the resistor on these terminals. The resistor leads are pretty short and don't really offer enough length to really hold the resistor in place, it's also a really tight fit to get the iron in and solder. Any tips for this particular spot? Would it be possible to solder it to the upper terminals?

What kind of iron are you using?  (hopefully not a soldering gun)

You may want to try just heating one terminal at a time and filling the lower hole, then placing the resistor while the solder is molten.  You can also solder from the back side of the terminal.

It absolutely must not be put on the upper lugs.
