You don't have enough solder on most of your joints.  Most of your leads aren't bent around the terminals which is required for a secure connection.

Are you sure you're getting 500 ohms of DC resistance at terminals 2 and 4?  This seems improbable. 

One green wire at B8 looks to not be soldered at all.

I would go through your build and crimp all the connections around the terminals.  More detail is found on this in the paragraph written in red text on page 21 of the manual.
