My transformer bell has been powder coated black. Can the screw heads and washers be painted black to match the bell?

Yes, absolutely. Maybe give them a wipe with solvent to clean off any residues and paint with the finish of your choice. I've used various spraypaints on them with no problems.

Thanks Caffeinator. I've used a black car touch up. Is it ok to do the washers too or do they need to be bare metal for grounding issues?

I just ordered new black screws from Fastenal so I didn’t have to worry about the paint scraping off or messing up the threads.

To keep the threads clean just poke some holes in a piece of cardboard and insert the screws in the holes with their heads flush to the carboard, then spray the heads.

I’ve ordered black screws from boltdepot.com and have used the cardboard method the Doc indicated.  Both turned out well.  If you happen to flake some paint off with a screwdriver, you can do touch up on the completed project with some extra paint and a Q-tip.  Just dab it on.
