I just tried it.  Still no right channel signal.  The left channel sounds really good.

Now turn the volume pot up about half way, turn the preamp on, then measure the AC voltage at terminals 9 and 19.

PB, I get 0.197 at 9 and 0.223 VAC at 19.

Is that with the preamp powered up?  With 1V of signal going into each 6V6 socket, we would expect more than 1V to be coming out...

Yes Paul, those readings are with the preamp powered on, volume about half way.  Negative lead of DMM is still on solder tab 23.

PB,  I had the volume on my iPad all the way up, but the tone generator app has its only volume control.
I turned that to max too.  Now I get 3.66 VAC on 9 and 4.07 VAC on 19.  I hope that makes sense.

With preamp powered on and preamp volume pot half way up the top center lug measures 0.536 VAC and the bottom lug measures 0 VAC (?).

Turn the preamp off and measure the DC resistance between ground and each of those middle lugs on the volume pot.

Volume pot top lug resistance to ground is 1.429kohms; bottom lug is 1.412kohms.

Can you use your meter to measure the resistance between the center lug on each level of the volume pot and the lug behind it (where the white and red wires land)?

Top measures 9.15 Kohms (top center lug to lug with white wire) and bottom measures 9.36 Kohms (bottom center lug to lug with red wire).

There's something kind of impossible about all of the data you've posted.  My best guess is that you have a loose connection somewhere around the wiring going to the volume pot that is causing the issues you're having.  Ultimately you cannot have those four resistance values and not have any voltage coming out of half of the pot without some kind of connection issue at work.
